Are you sure it's because your ip is blacklisted? I searched on google for ed2k blacklisting and this is what I found:

......Nel frattempo comunque ho lasciato "spento" aMule per circa 20 minuti, e poi l'ho rilanciato... adesso va ( per la cronaca,il l'high ID non l'ho mai avuto ma alla fine , con lentezza ma avanti lo stesso.. data la vastita di cose introvabili che invece si trovano su aMule, come si dice, Parigi, val bene una messa..)

??: continuando a leggere quel 3d sembra che "someone" possa mettere in blacklist il un IP; facendo conto che ho la wan aperta, sarebbe possibile che un "ospite" abbia fatto un casino del genere?
( non mi insultate.. da quando è aperta i problemi con l'Imac sono finiti e non cade + AE...)

avere un IP blacklisted significa aver ricevuto un "ban" dal server. si ottiene quando si prova a contattare un server più volte. cmq solitamente dura 10 minuti. (succede agli utenti fastweb che hanno un IP condiviso, per esempio)
si ottiene anche quando il server è sovraccarico e sei collegato con un low id e... questo senza leggere la risposta che sopra riporti.
