✅ The Solution
Press the Return key repeatedly while inserting the USB flash drive.
This method worked with a KOOTION 128GB USB-C flash drive on a MacBook Pro M3 Max running macOS Sequoia.
By pressing Return at the right moment, the connection is authorized (the default is the affirmative option).
